Qualified candidates must possess:

Exceptional verbal and written communication skills
Ability to communicate effectively within a team setting
Ability to prioritize their work and function independently
Proficiency in Microsoft Office applications (Outlook, Word and Excel)
Excellent planning and organizational skills
Preferred experience includes:
A few years of diverse business experience in housing program administration
A few years of experience in hardware/software support in a medium sized environment
Working knowledge of SQL queries

HOUSING QUALITY STANDARDS INSPECTOR
The Housing Quality Standards (HQS) Inspector performs a supportive role in all operational areas of the Section 8 Housing Choice Voucher Program with the primary responsibility being the housing quality standard inspections of occupied and vacant dwellings for properties participating in or expecting to participate in the Program. The HQS Inspector will perform physical pre-occupancy, initial, annual and follow-up inspections of potential or participating properties. Performs special inspections to resolve complaints by participants and/or landlords and prepares and submits reports that summarize all deficiencies noted during the inspection. Two years’ experience in a responsible position directly related to construction or building trades maintenance and possess a comprehensive knowledge of appropriate building and sanitation codes is desirable. Previous experience in federally assisted property management, HUD/Section 8 programs or real estate is highly desirable. Section 8 Housing Quality Standards Inspector Training Certification required.

EMPLOYMENT SPECIALIST
The Portsmouth Redevelopment and Housing Authority is seeking to hire three full-time Employment
Specialists to coordinate and conduct program modules and/or service plans to train and obtain employment
for the agency Jobs Plus program participants.
-Interviews and assess participants regarding needs in order to become gainfully employed.
-Develops and promotes employment and employment training opportunities for participants enrolled in the Jobs Plus Program.
-Develops work sites in the public and private non-profit agencies via partnerships and contractual agreements for the work experience and on-the-job training components of the program.
-Assists in the development of participant’s individual capabilities and seeks solutions to issues involving childcare, finances, housing, education, training and employment.
-Markets the Jobs Plus Program to residents and recruit program participants.
-Establish and maintain program relations with Jobs Plus employers to promote the training and hiring of Jobs Plus participants.
-Provides information to participants on assistance with financial literacy activities.
-Valid Driver’s License.
-Graduation from a college or university of recognized standing in Sociology, Social Work, Education or related field of study.
-Three to five years’ experience in social work and demonstrated experience with case management of low-
income populations.
-Experience working with local resource and community services agencies and familiarity with Temporary Assistance to Needy Families (TANF) rules and regulations.
-Excellent verbal and written communications and problem solving skills are essential.

MAINTENANCE MECHANIC
The Portsmouth Redevelopment and Housing Authority is seeking Maintenance Mechanics to performs a variety of maintenance tasks and general repairs specializing in general maintenance and the maintenance and repair of buildings, building equipment and fixtures. Performs plaster and drywall repairs. Installation of downspouts, guttering and minor roof repairs and repair of windows, window screens and storm doors. Install/repair kitchen cabinets, sinks and hang doors Performs carpentry, mechanical and minor plumbing and electrical repairs. Participates in preventive maintenance and emergency repair and new construction. Thorough knowledge of common methods, materials, tools and equipment used in the building trades. Must be available to work during emergencies and other unscheduled working hours. Driver’s license required. 6 years’ experience in building maintenance. Universal EPA Certification in HVAC highly desirable.
